Focus on China

In April 2012 IAPB established a secretariat for China in Kunming, Yunnan Province, with Dr Leshan Tan as the Co-Chair and Coordinator. The role of the Secretariat is to support the Ministry of Health (MoH)  in the prevention of avoidable blindness and visual impairment through the delivery of VISION 2020 workshops, advocacy activities and acting as an umbrella for the INGOs working in China and as a channel of communication between the MoH and INGOs.

National Plan

It has been a very busy first year with major achievements. First and foremost the approval and publication of the 2012 – 2015 National Plan for the Prevention and Treatment of Blindness. The Secretariat had been involved in the development by participating in various consultation meetings and by drafting the first version of the national plan

Also this year the Secretariat organised and hosted the annual NGO/MoH coordination meeting in Chengdu, Sichuan Province, which was attended by Ms Fan Jin, the Director of MoH General Affairs Division and responsible for prevention of blindness and visual impairment in China.

Blindness Prevention Website

Dr Leshan Tan attended a MoH meeting in Beijing for the construction and development of the national website of blindness prevention and treatment, on August 17th. The Secretariat is requested by the MoH to manage the NGO section of the website. This website is now live at The establishment of this website shows the importance now attached to prevention and treatment of blindness by the MoH.

Delegation to 9GA

Another indication of the importance that the MoH places on prevention and treatment of blindness was the high level delegation that attended the IAPB 9th General Assembly in Hyderbad, 17 – 20th September. The delegation was sponsored by The Fred Hollows Foundation and CBM and coordinated by the Secretariat. The delegation was composed of Mr Zhao Minggang, the Deputy Director- General of the Medical Administration Division of the MoH and Ms Fan Jin, the Director of General Affairs Division of the MoH.
