The Competency-based refractive error teams (CRET) tool, developed by the World Health Organization (WHO), is a practical resource designed to support the delivery of high-quality, team-based refractive error services. Adapted from the WHO Eye care competency framework (ECCF), CRET provides guidance on how eye care personnel at varying levels of proficiency can work together across community, primary, secondary, and tertiary levels of care to deliver integrated, people-centred eye care.

CRET offers a structured approach to workforce planning by clearly defining roles and responsibilities, standardizing training requirements, and facilitating better coordination between occupational groups and across public and private sectors. The tool helps optimize the use of available human resources by supporting task-reallocation and collaborative practice, particularly in settings with limited resource availability. By enabling a flexible yet consistent application of competencies across the eye care workforce, CRET promotes more efficient service delivery and improved access to refractive error care.

As part of WHO’s broader efforts to strengthen eye health systems, CRET contributes to achieving the global target of increasing effective coverage of refractive error by 40 percentage points by 2030. It is intended for use by health planners, educators, policy-makers, and programme implementers working to expand access to quality vision services, particularly in low-resource settings.
