Universal Health Coverage: Advocacy approaches for eye health; With a focus on IPEC and the eye care workforce

Integrating eye health in Universal Health Coverage elevates eye health into the health, social, economic and development agendas and will unlock opportunities for prioritizing and funding eye health. This Advocacy to Action event will explore opportunities, strategies, and actions to effectively advocate and drive change in government policy and practice to achieve eye care for everyone, everywhere by 2030.
The discussions will focus on global and regional eye health policy environment and identify hooks to embed eye health within social, developmental, economic planning and policy at a national level. Experts and participants will further explore advocacy actions and approaches that need to be prioritized for ASEAN region and how the recently released WHO Guide for Action in health systems can help countries implement IPEC and advance towards UHC.

Vice Chair, National Committee for Sight Preservation (NCSP), Philippines
Dr Mavi is a Public Health Ophthalmologist and is Country Manager for Philippines at the Fred Hollows Foundation. She is passionate about improving access to eye health services in her country. By profession, and prior to joining The Foundation, she was Vice-Chairman of an eye centre at a public hospital for seven years and an erstwhile professor in two national universities in the Philippines. Dr Mavi has been an Asia Pacific Academy of Ophthalmology awardee twice (2014 and 2015) for her Outstanding Service in the Prevention of Blindness in the Asia Pacific region. Currently she is the Country Manager for the Philippine Office and represents the foundation as the Vice Chair of the National Committee for Sight Preservation (NCSP), the country’s local sight committee.
Head of Community Ophthalmology Division, Cipto Mangunkusumo Hospital (RSCM)
Dr Lestari is an ophthalmologist at Cipto Mangunkusumo Hospital (RSCM). She is the Head of Community Ophthalmology Division in FKUI/RSCM and a part of International Relationship Officer of Indonesian Ophthalmologist Association (IOA). She serves as an editor at Ophthalmologica Indonesiana Journal and chairs Community Ophthalmology Interest Group of IOA. She has prior experience as the former General Secretary of Indonesia National Committee of Prevention of Blindness (Komatnas) and has been involved in conceptualizing national action plans for blindness and visual impairment management with the Ministry of Health.
She completed her residency in Faculty of Medicine Universitas Indonesia (FMUI) and holds a master’s degree in Public Health for Eye Care from London School of Hygiene and Tropical Medicine, UK, and is currently a doctoral candidate in FMUI.
National Head, Ophthalmology Services, Malaysia
Dr Fariza is the National Head of Ophthalmology Services in Malaysia. She is Head of Department at the Shah Alam Hospital, Selangor, as well as its Head of Unit for Retina and Uveitis Services. Dr Fariza played a key role in setting up a tertiary centre for the very first Medical Retina service in the Ministry of Health Malaysia – she established a formal training structure in medical retina diseases and transformed the unit into the largest Medical Retina centre in Malaysia. She is an active researcher with interests in diabetic retinopathy, age-related macular degeneration, retina hereditary disease and uveitis.

Dr. Shah, an Ophthalmologist in Nepal, was Professor of Ophthalmology at Tribhuvan University, Institute of Medicine, Kathmandu and Principal of the Medical College there in past. He was President of Nepal Ophthalmic Society. Dr. Shah received his Ophthalmology training in India and at National Eye Institute, National Institutes of Health (NIH) in USA. He has a distinguished career as a clinician, ophthalmic surgeon, and academician. He has been involved in eye health planning and execution at national level in Nepal in various capacities. Dr. Shah was awarded President’s medal in Nepal for his contributions in health services and education. Also, he is recipient of Distinguished Service Award by Asia Pacific Academy of Ophthalmology, Achievement Award by SAARC Academy of Ophthalmology, apart from various other awards and honors.
National Eye Care Service Plan Development Committee,
Ministry of Public Health, Thailand
Dr Wongsawad is Deputy Director of Mettapracharak Eye Hospital, Ministry of Public Health, Thailand. He is also a member of the Eye Care Service Plan Development Committee of Ministry of Public Health and is President of Thai Society of Public health Ophthalmology. He also provides his expertise to the Technical Working Group for the Development of an Eye Care Indicator Menu of the World Health Organization. He completed his clinical fellowship in Retina and Vitreous from Department of Ophthalmology, Siriraj Hospital, Mahidol University, Thailand.
